Apache Tomcat Won’t Start On Windows 2003 Server
Apache Tomcat Won’t start on W2K3 Server. So the trick is, copy
C:\WINDOWS\system32\msvcr71.dll
from your Windows XP to your W2K3 Server at same directory. Voila!
